Netherlands MVV Visa Checklist. From Admission to Residence Permit

After you receive a Dutch Master's admission, non-EU/EEA students typically need an MVV (Machtiging tot Voorlopig Verblijf) entry visa and a residence permit (VVR) for study. The university often acts as your recognised sponsor, but you remain responsible for every document and deadline.

Who needs an MVV

Your university's admissions letter will state whether they will apply for the MVV on your behalf or require you to apply directly.

Step 1: documents the university submits to IND

When the university sponsors your application, they typically collect:

• Copy of passport (valid at least six months beyond intended stay).
• Admission letter confirming enrolment in a full-time accredited programme.
• Proof of tuition payment or scholarship covering tuition.
• Financial proof showing sufficient funds for living costs (verify current EUR amounts on ind.nl; commonly around €14,000+ per year for students).
• Health insurance valid in the Netherlands from arrival date.
• TB test declaration if you are from a country on the IND tuberculosis list.

Submit these to your university's international office immediately after accepting your offer. IND processing begins only when the file is complete.

Step 2: financial proof options

The IND accepts several forms of evidence:

Funds must be immediately available. The IND may reject statements that do not meet format requirements.

Step 3: MVV appointment at the embassy

After the IND approves the application, the embassy contacts you:

• Schedule an MVV collection appointment at the Dutch embassy or consulate in your country of residence.
• Bring passport, MVV approval notification, and passport photos as instructed.
• Some embassies require biometric data at this appointment.

Processing from university submission to MVV readiness commonly takes two to eight weeks, but peaks before September intake can run longer. Accept your offer early.

Step 4: arrival and residence permit

After entering the Netherlands with your MVV:

• Register with the municipality (gemeente) within five days of arrival to obtain a BSN (citizen service number).
• Collect your residence permit card from the IND or designated pickup point.
• Activate Dutch health insurance if not already valid from day one.
• Open a bank account (requires BSN).

Step 5: health insurance and TB test

Health insurance is mandatory from your arrival date. International student insurance may suffice initially; verify with your university and IND file. Coverage must apply in the Netherlands, not only your home country.

Nationals of countries on the IND tuberculosis list must obtain a TB test certificate and submit it within the stated deadline. Check ind.nl for the current country list.

Step 6: working during studies

With a student residence permit you may work up to 16 hours per week during the academic year (employer needs a TWV), or full-time in June, July, and August. Do not rely on part-time work to fund your first semester.

Common failure modes

1. Delaying document submission after admission. Fix: send financial proof within one week of accepting.
2. Bank statements in wrong format or wrong name. Fix: follow university IND template exactly.
3. Arriving without health insurance. Fix: purchase valid coverage before departure.
4. Missing municipality registration deadline. Fix: register within five days to obtain BSN.
